Housing Trust Fund Program Rental Assistance
Housing Trust Fund (HTF) Program Rental Assistance provides temporary rental assistance and housing related expenses, such as application fees and security deposits, in partnership with supportive services for High Priority Homeless (HPH) families and individuals referred through the local Coordinated Entry (CE) System. Rental assistance is provided in partnership with services to help participants achieve housing stability and transition to permanent sustainable housing opportunities.

Elgibility
Eligible applicants for this funding include:
- A Tribal Nation or Tribal housing corporation
- A nonprofit organization, as defined in Minnesota Statutes, section 462A.03, subdivision 22
- A for-profit organization
- A limited dividend entity, as defined in Minnesota Rules, part 4900.0010, subpart 14
- A cooperative housing corporation, as defined in Minnesota Rules, part 4900.0010, subpart 8
- A city, as defined in Minnesota Statutes, section 462A.03, subdivision 21
- A joint powers board established by two or more cities
- A public housing agency
- A natural person
Sponsor-Based Rental Assistance (SBRA) applicants, in addition to meeting at least one of the above criteria, must also be a current SBRA grantee or have been a SBRA grantee within the past three years from September 30, 2023.

High Priority Homeless Eligibility Option
Minnesota Housing hosted an information session to provide an overview on the High Priority Homeless eligibility option. Existing properties with Long-Term Homeless units and HTF Long-Term Homeless rental assistance programs will now have the option to use the Hight Priority Homeless eligibility criteria instead of the Long-Term Homeless eligibility criteria.
