Minnesota Housing Finance Agency is requesting proposals for the purpose of becoming a lender/servicer partner who is an existing Freddie Mac Seller/Servicer experienced in the making and servicing of non-interest-bearing first mortgages to originate, fund, pool, sell and service first mortgages and associated Minnesota Housing junior mortgages for downpayment and closing cost assistance under a new program with the working title “Homebuying Partnership Program.”

Proposals must be received using Minnesota Housing’s Single Family Secure File Exchange (LeapFILETM), accessible on Minnesota Housing’s Partner Login page at www.mnhousing.gov, to homeownership@state.mn.us no later than 12:00 p.m. Noon Central Time, April 8, 2025. Late, faxed or mailed proposals will not be considered. 

Work is anticipated to start no earlier than January 2026.

Minnesota Housing Finance Agency is requesting proposals for a qualified Contractor to deliver statewide training to enhance the capacity of homeless shelters, outreach and housing providers by offering community-driven, culturally sensitive, and trauma-informed training. The selected Contractor will implement an established curriculum and evaluate training content and delivery methods with the goal of providing quality training options to benefit organizations serving households experiencing housing instability and/or homelessness.

Minnesota Housing Finance Agency is requesting proposals for a qualified contractor to provide technical assistance (TA) to newly selected grantees of the Family Homeless Prevention and Assistance Program (FHPAP). Providing TA will ensure that new grantees can effectively manage their programs in compliance with the FHPAP statue, Program Guide, Office of Grant Management policies and other regulations, and will assist the organizations in establishing necessary administrative infrastructure and operational procedures.
