Policy & Research
As a state agency, Minnesota Housing works closely with the governor and lieutenant governor to increase the housing stability of Minnesotans through programs and investments.
Our policy team engages at the state and federal levels to direct funding and to advise on housing policies.
Our planning, research and evaluation team develops our strategic and affordable housing plans, provides data and research to assess housing needs and target resources, and evaluates the effectiveness of Minnesota Housing’s activities.
We seek opportunities to connect with partners and individual stakeholders across the state, especially those who have faced housing instability or homelessness.
Minnesota Housing is committed to financing the creation and preservation of safe, decent housing Minnesotans can afford. Embedded in its work are its commitments to equity, sustainability and innovation.

Feature: "Do we have the political will?"
In the final chapter of “Where We Live,” Agency leaders grapple with today’s challenges like the pandemic, its economic fallout and calls for racial justice. They look ahead to difficult questions like whether we have the political will, as a society, to end homelessness.
Commissioner Ho envisions a time when the state centers the housing needs of Minnesotans of color, those experiencing homelessness, and those who make the least.
