Family Homeless Prevention and Assistance Program (FHPAP)

The Family Homeless Prevention and Assistance Program (FHPAP) provides supportive services and financial assistance, such as rent deposits, rent payments or utility payments, to eligible households that are homeless or at imminent risk of homeless.

Eligibility Criteria for Participants

  • Income at or below 200% of federal poverty guidelines
  • Minnesota residents, or household otherwise approved by Minnesota Housing
  • Experiencing a housing crisis

Households are assessed by FHPAP providers to determine eligibility and level of assistance. Funds are limited may not be available for all households.

Request for Proposals Information

Minnesota Housing is now accepting applications for the Family Homeless Prevention and Assistance Program (FHPAP) Request for Proposals (RFP), in accordance with Minnesota Statute 462A.204. Minnesota Housing anticipates awarding up to $20.5 million in grant funds for the biennium period of October 1, 2025 through September 30, 2027.  Funding is contingent on legislative approval or program appropriations and may increase or decrease.

Applications are due to Minnesota Housing by Friday, January 17, 2025, at 4:30 p.m. Central Time.

Eligibility

Eligibility

Eligible grantees include:

  • Tribal Nations
  • Twin Cities metropolitan counties, which include Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties.
  • Non-metropolitan areas, which include a county, a group of contiguous counties jointly acting together, or a community-based nonprofit organization.

The minimum service area is a county, and the maximum service area is statewide.

Application Process

Upload application materials to the Multifamily Secure Upload Tool no later than 4:30 p.m. Central Time on Friday, January 17, 2025, to be considered for funding. Upload required documents in their original format; do not convert the documents into PDF or other formats except for the signature page of the application. Review the Upload Tool Instructions for more information.

Homework Starts with Home - This grant program focused on addressing homelessness and housing instability among students and their families.

Housing Trust Fund Rental Assistance - This grant program provides temporary rental assistance, housing related expenses such as application fees and security deposits, in partnership with supportive services for High Priority Homeless (HPH) families and individuals referred through the local Coordinated Entry (CE) System.
